RFP – HEALTH CARE FLAGSHIP PROGRAMME!

Cookhouse Wind Farm (RF) (Pty) Ltd (hereinafter referred to as “the Client”) invites suitably qualified and experienced service providers to submit proposals for the execution of a comprehensive, independent impact evaluation of its Health Care Flagship Programme.

Since commencement in 2020, the Health Care Flagship Programme has constituted a strategic socio-economic investment aimed at addressing structural deficits in access to primary health care services within rural, peri-urban, and farm-based communities located in the Raymond Mhlaba Local Municipality, with specific geographic focus on the Bedford and Adelaide, and surrounding farms.

The programme has been implemented over an six (6) year period through a delivery partnership model with the Cookhouse Wind Farm Community Development Trust and a specialist health service provider. The intervention represents a material, long-term commitment to improving health outcomes, strengthening human capital, and contributing to inclusive local economic development.

This RFP seeks to appoint an independent evaluation service provider to assess the relevance, effectiveness, efficiency, impact, and sustainability of the programme, and to generate robust, evidence-based insights to inform strategic decision-making, future programme design, and long-term sustainability planning.

2. OBJECTIVE OF THE RFP

The primary objective of this RFP is to undertake an independent, methodologically rigorous, evidence-based impact evaluation of the Cookhouse Wind Farm Health Care Flagship Programme.

Sub-Objectives Include:

  • Evaluate the extent to which the programme has expanded equitable and sustained access to primary health care services for beneficiaries across benefitting farms.
  • Assess the health, social, and human capital outcomes attributable to the intervention over the six-year implementation period, including changes in health-seeking behaviour and beneficiary well-being.
  • Examine the effectiveness and efficiency of the programme’s design architecture, delivery modalities, and resource allocation mechanisms, including considerations of cost-effectiveness and value for money.
  • Determine the degree of institutional alignment, coherence, and integration with municipal, provincial, and national public health systems and policy frameworks, including referral pathways and complementarities.
  • Analyse key structural constraints, implementation risks, unintended outcomes, and systemic bottlenecks that have influenced programme performance and outcomes.
  • Assess the programme’s financial, institutional, and operational sustainability, including its readiness for transition, integration, or exit without compromising beneficiary health outcomes.
  • Develop actionable, prioritised, and evidence-based recommendations to enhance future programme impact, improve cost-effectiveness, and strengthen long-term developmental and public health value.

Undertake qualitative and quantitative engagements with beneficiaries, community representatives, implementing partners, and institutional stakeholders.

Assess service accessibility, quality, relevance, acceptability, and perceived outcomes.

Implementation, Governance, and Delivery Assessment

Identify strengths, inefficiencies, gaps, and systemic constraints in programme governance, delivery, and management arrangements.

Review monitoring, evaluation, and learning (MEL) systems and data integrity.

Impact and Outcome Evaluation

Assess changes in access to care, health-seeking behaviour, and health outcomes over time.

Distinguish contribution versus attribution where feasible, given available data.

Sustainability and Exit Readiness Analysis

Assess beneficiary dependency dynamics and institutional reliance on programme inputs.

Evaluate referral systems, institutional linkages, and absorptive capacity of public health structures.

Identify viable sustainability, transition, or integration pathways.

Benchmarking and Comparative Analysis

Benchmark the programme against national and international best practice in rural primary health care delivery and community-based health interventions.

5. PROPOSAL REQUIREMENTS

Proposals must include, at a minimum:

  1. Company profile and proof of legal registration.
  2. Demonstrated track record in health, socio-economic development, or public sector programme evaluation.
  3. Team composition, roles, and CVs of key personnel.
  4. Detailed evaluation methodology and analytical framework.
  5. Proposed implementation schedule aligned to deliverables.
  6. Comprehensive budget and costing structure.
  7. A minimum of three (3) verifiable references for comparable assignments.
  8. Proof of BBBEE status and ownership structure.
  9. Declaration of interest and confirmation of independence.

9. COMPLIANCE AND LEGAL REQUIREMENTS

All service providers must submit the following compliance documentation:

  • Valid Tax Clearance Certificate or Tax Compliance PIN
  • Letter of Good Standing with the Compensation Commissioner
  • Certified BBBEE Certificate or Sworn Affidavit (EME/QSE)
  • Proof of professional indemnity and public liability insurance
  • Declaration confirming no pending or potential litigation

Service providers must demonstrate the capability to conduct ethically sound, methodologically robust evaluations within rural, farm-based, and municipal environments, and to engage beneficiaries across Bedford, Adelaide, and surrounding farms in a culturally appropriate manner.
