Cookhouse Wind Farm (RF) (Pty) Ltd (hereinafter referred to as “the Client”) invites suitably qualified and experienced service providers to submit proposals for the execution of a comprehensive, independent impact evaluation of its Health Care Flagship Programme.
Since commencement in 2020, the Health Care Flagship Programme has constituted a strategic socio-economic investment aimed at addressing structural deficits in access to primary health care services within rural, peri-urban, and farm-based communities located in the Raymond Mhlaba Local Municipality, with specific geographic focus on the Bedford and Adelaide, and surrounding farms.
The programme has been implemented over an six (6) year period through a delivery partnership model with the Cookhouse Wind Farm Community Development Trust and a specialist health service provider. The intervention represents a material, long-term commitment to improving health outcomes, strengthening human capital, and contributing to inclusive local economic development.
This RFP seeks to appoint an independent evaluation service provider to assess the relevance, effectiveness, efficiency, impact, and sustainability of the programme, and to generate robust, evidence-based insights to inform strategic decision-making, future programme design, and long-term sustainability planning.
2. OBJECTIVE OF THE RFP
The primary objective of this RFP is to undertake an independent, methodologically rigorous, evidence-based impact evaluation of the Cookhouse Wind Farm Health Care Flagship Programme.

Identify strengths, inefficiencies, gaps, and systemic constraints in programme governance, delivery, and management arrangements. Review monitoring, evaluation, and learning (MEL) systems and data integrity. |

Impact and Outcome Evaluation |
Assess changes in access to care, health-seeking behaviour, and health outcomes over time. Distinguish contribution versus attribution where feasible, given available data. |

Sustainability and Exit Readiness Analysis |
Assess beneficiary dependency dynamics and institutional reliance on programme inputs. Evaluate referral systems, institutional linkages, and absorptive capacity of public health structures. Identify viable sustainability, transition, or integration pathways. |

Benchmarking and Comparative Analysis |
Benchmark the programme against national and international best practice in rural primary health care delivery and community-based health interventions. |
